Para 11.2 and Para 11.3 of Section II of tender document may be read as under:
11.2 Agency shall be responsible for building India Post brand, improve and strengthen image of India Post, bring perceptive change among target audience, creating brand identity of India Post, Speed Post, Mail Business Post and Parcel Post. Agency shall promote all the services of India Post and its brands.
11.3 Agency shall be responsible for advertising, promotion, publicity and marketing of various products and services offered by India Post. The agency will be responsible for designing, conceptualizing and media management including release of advertisement in Print / Audio Visual / Internet and other media including outdoor and interactive. The agency will be responsible for Direct Marketing through printing, production and distribution of promotional material including tariff charts, service leaflets, service brochures, catalogues and other promotional items etc. The agency will also be responsible for making of TV spots / visuals / Radio Jingles; organizing exhibitions, road shows, workshops, seminars, customer meets, local melas / festivals etc. The agency will arrange publication of articles on India Post / arranging interviews / facilitate Press Conferences, in leading news dailies, magazines, electronic media. The agency will be responsible for designing, publication and distribution of In-house journal of BD&MD.

Amendment 2: Para 21.6 of Section II of the tender document may be read as under:
21.6 Business Development & Marketing Directorate reserves the right to offer the empanelment to one or more than one qualified bidders, but bidders will be selected on L-1 rate basis.
These modifications have been incorporated in the tender document at the relevant place.

On behalf of President of India, sealed tenders are invited for EMPANELMENT OF MEDIA HOUSE FOR BUILDING BRAND IDENTITY FOR INDIA POST AND PLANNING & CONDUCTING OF ADVERTISING & MARKETING FUNCTIONS OF DEPARTMENT OF POSTS
1. Advertising Agency accredited with INS on the last date of submission of the tender document, having minimum Audited turn over of Rs. 25 Crore (Rupees twenty five Crores) per year in last three years as per audited statement of account and having experience of handling of at least three Govt./ PSU/ Registered & Listed companies are eligible to participate in the tender.
2.
Approximate budget for the proposed activity is Rs 50 Crores (Rs Fifty crores only)
3. The selection of the agency shall be for a period of two years from the date of signing the agreement, which may be extended for a further period of one year, if found satisfactory by BD&MD.
4. Bid Security of Rs 2,00,000-(in words Rupees Two Lakhs only) must be deposited by bidders in any Post Office and Original Receipt in form ACG 67 provided by the Post Office in token of having received the amount should be submitted along with their tenders.
5. Before scheduled bid opening, there will be a pre-bid conference for clarification depending upon the queries from the perspective bidders on 18.08.2008 at 1400 hrs in the chamber of General Manager (Marketing), Business Development and Marketing Directorate, Room No. 507, Dak Bhawan, New Delhi-110001.
6. Intending bidders may obtain copy of the tender document containing commercial conditions along with relevant specifications either by downloading tender document from the
www.indiapost.gov.in
and deposit a sum of Rs 2000-in any post office under Unclassified Receipts (UCR) and submit the receipt issued by the Post Office at the time of submission of bid in a separate envelope OR from Dy General Manager (Marketing) Business Development & Marketing Directorate, Dak Bhawan New Delhi-110001 on submitting the receipt issued by the Post Office in token of having received the sum of Rs. 2000 (Rs. Two thousand only) with effect from
04.08.2008 to 18.09.2008
between 10.00 Hrs. to 17.00 Hrs. on all working days.
