Comments on National Postal Policy 1. Policy should be opened for all public members. 2. All the HPOs sould be administered by the Group 'B' officers, from IPO / ASPOs line and all divisional head should be upgraded by Group A for better administration. 3. ► Unregistered services except all kinds of items without any classification. Only single method of calculating charges for all articles should be introduced. Postcard/ Inland Letter Card should be discontinued. Book Post systems should be do away with magazine newspaper posting on concession should be done away with. ► Mobile money transfer is slowly picking up in India in the money transfer business of mobile service providers should in their venture our eMO, iMO will suffer badly. We should also think over in the same link. (Airtel Money Transfer) ► Post can introduce its own mobile service for giving better facilities. This is not aimed to compete with MTNL/BSNL but to provide advanced mobile based services to our customers. Higherups in India Post are still in the mindset that they have the right of monopoly in mail business. They simply forget that they are living in a market economy where one has to struggle for survival. No Regulatory Authority will help in increasing their revenue as has happened with BSNL. Unless and until India Post improves its services nothing will happen. As of now people shudder at the thought of visiting the nearby postoffice, because a simple SB transaction takes a minimum of 45 minutes . This is because the person at the counter is more concerned about the Postal agents than to care for the common customer. This attitude has to change, persons manning the counters should first attend the commoners, agents should come next.

First of all hive off the Mail Motor Service because the job of India Post is to deliver mail and not to operate Trucks. This wing of India Post has become a liability.Instead the job done by MMS can be outsourced and this will result in a good amount of saving for the dept and the workforce of MMS can be resettled in POs.

The comments/suggestions of our well learned and most experienced Retired Officers of DOP may also be had for further more development on Policy matters. While taking final decision by the Hon’ble Ministers/HAG officers, the problems/difficulties faced by the employees right from root level to top level should also be taken into account to have broad view on the subject. The Draft National Postal Policy may be published in all Regional Languages thereby giving an opportunity to all members of public/root level employees to communicate their views and suggestions also. Of late, securing rented building for locating the P.Os. has become a menace. The Hon’ble MOC may kindly take necessary steps, besides constructing our own building in the sites already secured and kept vacant in Divisions by Public Private Partnership, to liaise with the State level authorities for provision of adequate accommodation to locate the P.Os. wherever necessary/possible, on nominal rent or free of rent as the DOP is meant for public service. As regards to National Postal Address, the senders may be insisted to furnish the mobile no./landline no.of the addressee so that the addressees can be approached over phone and informed of the article/letters received. Locality Based PIN Code will be an added boost to the members of public. Comment: Instead of depending on Railways and other State Transport, we may explore conveyance of mails through night service buses beyond 300 Kms.from the particular point. Once the DOP is empowered to do full-fledged Banking under “Post Bank of India”, facilities like provision of lockers, loan on Cash Certificates/Jewels/eligible asset documents should be provided both to the departmental and public investors, fixing lower interest when compared with nationalised banks. This will not only earn interest to the department but also lessen the quantum of PMC cases. Contd….. 1. Corporate Business Post Centre having ME, FMs, Computers, Scanners under supervision of Divisional Heads may be set up in each HO/Important Post Offices. 2. All counters services may be provided MPCM facility including Saving Bank work. 3. Modernization and computerization may be managed through professional resources. 4. Mail arrangement can be strengthen and to ensure the delivery upto District level D-1 and upto state level/ major cities of the state D-2. 5. The most important thing that we need right now is to strengthen our core area of business. we have a vast network of post offices which is mostly dependent on other agencies for connectivity viz. railways, state transport etc. it should be replaced with our own fleet of mail vans. efforts should be made to connect each divsion with a fleet of mail vans which need not be large TATA 407s but smaller vehicles. this will not make the transportation of mails faster but with intelligent route management we can reduce our dependency on mail carriers in rural area as well as have a flexible mail management. Efforts should also be made to be partners with business having a sound and viable business models rather than having a tie up where we earn only 10-20 rs per transactions. All our products right from traditional mail to speedpost should become self sufficient by increasing rates. we should also stop giving concessional rates to newspapers, printed books etc.

Savings bank service should be brought up at par with banks in earning interest as most of the depositors of Postal savings bank are middle class and below middle class people. Loan schemes based on the guarantee of NSCs may be introduced. Loans for MIS account holders may also be given to minimise pre-mature closure of accounts and to maintain the number of live accounts. Insurance sectors needs more attention. The funds collected through the insurance schemes can be utilised for granting loan to departmental employees.

There was a time when MO was the only reliable system of remittance. Its importance can be judged from the point that the Govt had to introduce a Coin of 3 Paise when the Deptt started charging of MO form for this amount. Now, when there are very fast, cheap and reliable alternatives viz by depositing in bank A/C and withdrawal through ATM, debit card to debit card Money transfer services free of cost, Airtel Money, the customers for the MOs are diminishing. The trial of mobile money order service in Bihar and Punjab at prevailing MO commission of 5% against very cheap and free services available in the market or e-Post Office, the new service cannot be expected to win desired result. The Deptt should have its own research and development wing in place of work study group to suggest faster and cheaper services. The research wing may utilize the services of retired experienced staff.

The single beat system of delivering the mail introduced by department few years back has not shown fruitful results rather it has disturbed the mail efficiency because of unavailability of trained Leave Reserve Officials. The orders of department and its supposition that every Postman must have knowledge and training of delivering the mail in his two adjoining beats have not responded satisfactorily at ground level hence it requires to be reviewed. In urban areas, Pvt Courier Company delivers article in the late hours also. We may think about the revision of timings of delivery even in late hours. Whatever may be the fate of department, one thing is sure, and that if we become able to control the transmission of mail and delivery of mail properly and instantly then the real face of Project Arrow may automatically be visible to whole nation.

But now the postal dept has changed its policy regarding booking of speed post article only where speed post centre is located. If the dept has so large network it have to book speed post for each and every part of country. The service can be improved by using latest technology. The cost of printing of postal stationery is much more than the revenue earned.The compensation for the lost of article or delay in delivery of article should be made immediate to the complainant instead of long inquires before settling such complaints. There is no need to Draft a new policy, it would be better to implement the present policy with real efforts and heartedness. It is disappointing to say that even having a Glorious history of more than 150 years, largest coverage area wise and no. of Post Offices, the Department is struggling for its existence. The officers manning the department are quite competent; they are all officers of the Indian Postal Services, selected along with IAS officers, What they need is a strong political will and direction that the common man in the villages who votes the government to power should not be left high and dry and the past GLORY OF THE DEPARTMENT SHOULD AT ONCE BE RESTORED. The only way to combat their ill-effects is to bring them under a license with fees therefore, for registration and renewal and retaining the monopoly of conveying letters up to 300 grams with the Department of Posts. The next important point for consideration is restoration of the efficiency of the postal department. Some years ago, the postal department was able to deliver the letters on the next day, even for places100 kms apart. Places within 50 kms.were being delivered on the same day in the evening. This has become a thing of the past and it is stated thousands of mails lie unsorted in RMS offices and it takes even 10 days for delivery which is not at all pardonable. The reason for this intolerable position is the stark reality that the officers of the department are not at all worried or concerned or angered with such delays and their entire concentration is on the delivery of speed post articles only -- Continued

VII. The operation of private players in Telecom sector is entirely different. The people in rural areas can use the cellular services without the need to contact the providers daily. But the operation of Postal services calls for the daily visit of the delivery-man to the villages and daily clearance of letter boxes which the postal department alone can do with its well-spread and well-knit network It has stood the test of time and what is required is not competition by private couriers but restoring the efficiency by removing the causes that have now resulted in a bad name for the postal services. Without doing this, to allow the private couriers enter the sector will mean throwing the interests of the vast majority of the people to the winds. They do not operate in the rural areas. The Postal department has the moral and legal responsibility to serve all the people of this country and they are duty bound to serve the rural people with equal efficiency. The Postal department has been incurring heavy expenditure for opening and maintaining postal services in rural areas. The income earned by the Department from urban post offices will enable the department to meet the rural LOSSES TO A SMALL EXTENT. . The private couriers will never be able to serve the rural areas due to their inability to acquire the required infrastructure for the purpose. Even in urban areas the rates of the private couriers are exorbitant. They do not have any accountability. Their efficiency is also dwindling day by day. It will not at all be possible to be watching or overseeing their services. To confer the status of equal player on these illegal entities is just like crowning the illegal child, when legal children are very much available.

In this context, one should not fail to trace the efforts put in by previous Ministers of Communications to regulate the private courier services. In the year 2002, efforts were made to bring the couriers under a license to be granted by the Government of India. That bill having died down, another effort was made to regulate the courier services under a license to be issued by the Department of Posts, with the condition that the monopoly and prerogative of conveying letters up to 300 gms., would rest with the Department of Posts. That bill also remains in the cold storage. It appears that vested interests, both foreign and domestic, were able to thwart any such moves. Hundreds of crores have been lost by the Postal department/Government of India, during the last 25 years, due to the operation of the private courier services, which have blithely violated the Indian Post Office Act- Continued

The need of the hour is that the tradition of honest and efficient service associated with the Post Offices and the wide and well-planned postal network with its enviably unparalleled infrastructure should be kept intact and cherished as a bonanza, while framing a National Postal Policy. It should also be proudly and patriotically noted that the Department of Posts is the only government department which stands as a representative of the Central Government in the entire rural India and also as a symbol of national integration. It also reminds the people that there is a Central Government in India which implements may development programmes through the State Governments. So, strengthening the efficiency and serviceability of the Post Offices is a must. It appears that the government is all set to make a breakthrough in providing better postal service to all people. Therefore, the proposed policy will have to have far-reaching consequences in improving and refining the postal services. Though the advent of Information Technology would appear to make inroads into the quantum of the postal needs of the people, it cannot be gainsaid that there is much scope and need for combating the challenges faced by the Department of Posts. Despite the aggressive domination of Television channels, the All India Radio has a comfortable patronage. The Jet age has not done away with cycles and carts. 1. Vision, Mission and Policy of Department of Posts should be in quantitative term not just on general dream word based on actual SWOT Analysis and research. 2. Role of all category of employee should be clearly defined based on the observation and analysis of neutral arbitrator. It should be available in India Post website for the view of the public. 3.Policy should be prepared after organizing the workshop in each circle and getting the views of all level of staff not just based on a meeting decision or individual decision. 4. The All India Postal Accounts Employees Association has given a call for one day token strike on 28.02.2011 and has called upon its followers to shun duty on that day, but the thing is that the will of the office bearers of the association is being thrust on the employees. Few office bearers of the association, who are politically motivited and dont have any following in the body, are hell bent upon imposing the strike on the silent masses. Majority employees of the O/O DA(Post), Cuttack do know very well that the strike on 28th Feb has political overtones and is not in the best of interest of the employees of the department, still then they are not able to openly come out against the association office bearers, fearing a backlash. Under these circumstances, I would request the authorities concerned to kindly make suitable arrangements so that willing employees of DA(P), Cuttack are able to attend office on 28th Feb 2012 without any fear. India Post driven by bureaucratic whims lacks practical approach. One Divl Head is given the extra burden of around 20000 new policy documents signing, 50000 nos PLI/RPLI Policy servicing,as a result PLI/RPLI customers are more often dealt in traditional pattern. It also affect other important works. Sub Divisional Level is one man show with all routine inspection, cent percent verification work, past work verification work, manpower management and establishment scrutiniser, monitor and trouble-settler of all deficiencies of postal services in the Sub Dvn, complaint inquiry, SB/NSC/PLI/RPLI all claim inquiry, fraud investigation, marketting, technology monitoring, internal trainer, IO/PO job etc. in a mess. No one thinks how it works up to desired level. Even no clerical/MTS/ Gr. D assistance is given. The work study of real ground executive cadre isn't made since last 50 years. Dept. don't give importance to field management's problems and needs.

[01] Indiapost will needs to improve the Rural BOs and stop the privatisation in the sector, being the welfare association/department use the network for social points and there is maximum scope to earn through Rural . [02] Savings rates minimised by Finance are not satisfactory as most of the low poerty peple using the DOP Saving bank and maximum amount learnt to be in balance which is equal to all banks. Taken into Amount of balance Indiapost is 120% = all Banks in India 100- This amount is small savings received from the low poerty peple of rural and at this stage if rates are decreased then there is seen non concentration towards the rural areas as maximum amount is generated through rural part. It is appreciable step of Hon’ble Minister of Communication who is thinking of bringing reforms in the veteran postal department. In this department, many experiments have been performed but every time new methodology adopted by the officers deteriorates its services and weakens it.Mail is the core operation of the department and earns great chunk of revenue. Speed Post is promoted by the DOP keeping registered post at bay though department can earn more from Registered post. On Speed post many concession are given. On the other hand, its tariff is lower than a Regd. Post article of same weight for same destination causing huge loss to the department.Speed Post should be amalgamated with Registered post and one speedy transmission service like the old registered post pattern should be provided. Inspectors, its backbone are not happy as no action has been taken by deptt.to keep their Grade Pay equal to their counterparts in CBDT and CBEC resulting in inefficiency in the deptt.

I would like to suggest the following points ; PlI/ RPLI credit particulars should be easily accessed and fetched from INDIA POST website by the holders for tax returns and other purposes like other private insurance companies The INDIA POST is servicing a great work in the name of common man at a subsided rate. But the purpose is not served .No comman man is getting this benefit. The corporate magazines and dailies are availing the benefit of postage prepaid by paying mere 0.25 or 0.50 paisa. The delivery officials are carrying such a magazines like load man for this small payment. This rates should be enhanced first.

Respected sir/Madam, The PLI/RPLI sould be decentralisd with sufficient number of staff at Head Post office. All claims should be done through electronically. All computersized office shuld have been facilitiy downloand PLI/RPLI master data directly from central server. But till date at Sub Office there is no provision in software to insert master datas. A huge nummber of maount goes unmached one, please first buld up the effective software and then goto promote the busines. The after sale service is very very poor. Put a poroper steps to improve sales service otherwise the entire business is being collapsed. The accounts staff like SAO/AAO/accountant should be looking for claim section otherwise it is very difficult handle financial dealings please. And it is hearlty request to provide suffciant accounts for cntolling, cost analysis and monitoring of financial dealings, which very very essential in DOP.

PLI/RPLI premium can be paid through any P.O. But while asking for the credit certificate by the customers for submitting along with TAX returns it is not possible to fetch the credit details for the current financial year from a single P.O. The customer has to run all the postoffices where he paid the premium. On the other hand LIC, ICICI etc are giving the statement from any office irrespective of the payment office. We should change with the time not run behind the time. Canvassing of RPLI/PLI is important to as at the same time do thye home work to intimate the premium due date, maturity, recipt for IT purposes etc. Technology is there just do it.

1 - It is now working as state govt. Tahasil department. Because under trial criminals are now Postmaster of Angul. Criminal case bearing No. CT 2419/2004 is now under trial at Hon'ble SDJM Court, Talcher, Angul. 2 - Regarding transfer by the divisional authority, before its effect, it asks to give suitable place of posting the employees. Why this option gives ? 3- It is seen that some employees including HO and within town sub-offices they serve i.e within 2 kilometre and they retire. why not here there under division and as well as to entire ODISHA ? 4- Administrave officials get 2 day weekly off. Why ? 5 - Nobody wears identity card. Why ? 6 - Why separate dress code will not apply ?

The Indian post has been doing a noble job at a subsidised rate ( meant for the common man) the actual beneficiaries of the subsidised rates are corporate and multinationals, A printed post card (business use) is charged 12 times the normal post card so as to ensure that the Indian post does not loose on count of delivering business post and the subsidy remains only for the common man, This was fully exploited by the vested interests. Surprisingly, these Privately Manufactured Inland Letters are also being accepted by India Post at the same subsidized rate of only Rs.2.50 each. An depth study into this may actually lead to one more of the 2G likes ? The beneficiaries of this notification are top telecom /insurance/ credit card companies who switched over to the pr-printed inland mode at a heavily subsidized cost of Rs.2.50. The revenue loss to the exchequer amounting to more than 7,000 cr (Economic times article dated 5th Oct 2010) only on the business post.

The Postal Service should be segmented into two categories namely the Individual Post (USO) and Commercial (Business) Post (which could be a public sector body separated from the indian post). As we are all aware, the Indian Post was originally created with a social responsibility of ensuring a cheap mode of communication for Individuals & now offers Individual as well as Commercial (Business) Postal Services. The Business Post should be a separate entity catering to the Business/Commercial Sector and needs to be a Profit Driven Organization which is not dependent on Subsidies from the Govt., as is the case currently. All Business Post activities must be run commercially with a view to generate adequate Profits & No Subsidy must be provided for the same.

Its nice that India Post is ready to set its own Bank, on the same pattern the deptt has start sell its own product instead of selling the same on commission bases, such as Unit linked isurance Plans, insurance plans, banking, immigration services, placement services etc. But the bigger problem is that the work force of the deptt is not aware of products of the deptt due to which our product fails. Thanks for thinking us elligible for commenting. First of all the Department should design and plan its marketing strategies with due consultation from the professional marketeers. A proper plan and feasebility study of a new product or scheme should be chalked out well in advance to deliver better and committed service before marketing a product. Technical Modernisation in DOP has been done in a hapazard and casual manner without foreseeing the future prospect of the modernisation as done in the Railways. The softwares should be market specific and flexible. It should be built on such an environment that have a life span of atleast 10 years as of railways and banking sectors. The DOP should frame a core-committee for designing new profitable schemes for the Savings Bank and PLI as done in the LIC and Banking Sector and not like the one at present yielding completely hopeless results in the savings bank arena.

It can be easy and flexible to the applicants. INDIA POST is marketing gold coins of a corporate on commision basis instead of this, It should sign a memorandum of understanding (MOU) with world gold council and market the gold coins with low price with INDIAPOST LOGO. A sizeable amount of commssion through selling of mutual funds products have been stopped. there is an immense dearth of trained officials are doing their normal postal work. they are having AMFI CERTIFICATION.On considering the vast network and customer base INDIAPOST should launch its own mutual fund.INDIA POST can do eveything for every possible customer.

Respected All, Inspite of new steps first corrections in inner steps are to be required. insurance policies sector postal department has no staff therefore giving poor services. example 01.for 30,000 insurance policies, postal dept. has only one clerck without any technical/hardware and stationary support to operate all kind of work in all divisional headquarters, inspite of in private sector there are five clerical staff, one accountant, one supervisor, three data entry operator, three class fourth officals, one furnished department with different sections, ten computers with printers,fax,telephones proper filing, indexing, recording process,proper customer centers and support to the customers and many more. All national level policies or thoughts are meaningless without basic infrastructure and staff for the better services. hope for the best.

The Post Master felt that I have not packed the material properly. I have no complaints against him as I too felt the same. SUGGESTION CAN THE POST OFFICES HAVE A DEPARTMENT OF PARCEL PACKING SECTION WHERE WE CAN TAKE THE MATERIAL AND GET IT PACKED BY THE POSTAL PEOPLE? THIS WOULD ENSURE THAT THE PACKING IS DONE ACCORDING TO POSTAL SPECIFICATIONS. THE ADDED ADVANTAGE IS THAT THE POSTAL DEPARTMENT CAN KNOW THE CONTENT OF THE PARCEL AND THUS HAVE ADDED SECURITY FOR THE POSTAL OFFICIALS. Easier said than done! There is kinda much beating about the bush in the Deptt. Proper researh is very much required. We have been talking about CBS since long. Itz high time we did sth in line with successful stories of other sectors. Speed Post is losing to private couriers which are delivering at a much more speed rate of ours. The charge of eMO is high whereas in banks @ just Rs.6/5, one can transmitt fund. The sw should b one in many. PLI needs to b made online. And rebooking should b deleted. I personally hv come across many unsatisfied customers wrt PlI maturity where the client hs to time n again to b touch with the concerned officials for itz payment consequently consuming a lotta time. I truly believe that we hv the best manpower to achieve the vision in the right direction. But, to make this possible, logjam should be broken! M a loyal employee, for which ds comnt.

Respected Sirs, As far as concerned,the booking,despatch and transmission sector of the Department of Posts is now 90% satisfactory. But when we come to the delivery point 90 % failure can be observed. This is not because of the lethargy of the entire staff,but due to the indifferent attitude of the delivery staff since there is no monitoring system on the delivery point to ensure at lease 80% of the articles to the addressee. The very old delivery system by using the very old aged staff is the main cause for the lethargy from there part. Inclusion of youth blood in the delivery staff is very essential for the upgradation of the status of delivery. The so called Extra Departmental staff having no good education and also not loyal to the dept. but having gredge towards the department as well as to the public is defeating the whole Dept.

Sir, Upto till date I didnot get any Admit cards for Examination of my Children before the examination through your postal service it is clear. The Postmen of Postal Department are delivering the shops of colonies after that the shopkeeper may be or not may be handover the citizens letter on time or can throw their letters in dustbin or can use for fire in winter session. I seen Indian Post w'd like to expand their network through franchisees but name and distance given the HO states for that's only by their knowledge no by the ground work there are lots of scoop in big cities e.g in Gurgaon is expanding day by day and the HO of Haryana is not mentioned the name of this city for franchisees because the main HO of Haryana is Ambala and they have no good knowlwdge of Gurgaon and given the name only the nearest city of Ambala only.

So it is requested that please advised him to take attention in Postal savings schemes to highup Postal Dept. There is no need of Army Postal Service in Army. Govt. as trend-setter must monitor and facilitate market driven qualitative services to the common citizen in this liberised economic environment, besides reviving traditional largest Postal System. Because the staff are not aware of the related rulings and there is no proper machinery to check irregularities. There is heavy leakage of revenue due to these types of postings. dear sir, first of all, it should be declared whether postal department is a welfare deptt or not ,as about75% offices run in the villages without profit.the department is not interested to review of its old policies like cadre structure and fully functioning og postal banking system. there is no need of LSG,HSG1 , HSG11 cadres and PMG (BD&Mktg).the policy should be made so that department may earn more revenue but no profit.cadre structure should be like Sr Postmaster, Postmaster (A/cs) in HOs and postmaster (Sos) to be appointed through Direct Examination openly under 50% and rest 50% through departmental promotion. Respected Sir, I am working in Postal Department since 9 months. What I observed that handling of articles and parcels is very poor. We are always getting open parcels or loose articles. So adequate accessories should be supplied to post offices for better packing of heavy items. We are seeing that Courier companies are getting more parcels due to qualitable packing of heavy items. So wide cello tapes with India Post logo should be supplied to Head offices, GPOs, MDGs and to those SOs where the volume of parcel booking is high. So that the packing of parcels can be done at the best level.

Sir, The Department has started Business Development Cell, which is working hard and resulted growth in business. But this is not all of sudden. There is treamendous effort of Marketing Executive, who grab the business from courier to Department of Post. There is big roll of Marketing Executive in the growth of BD products. I will appeal to hon.minister and higher that there should be a motive part and incentive on the basis of performance. Out side agents are getting 12% commission on Speed Post business but Marketing Executive are get nothing. Also many Marketing Executives got injured in accident by travelling on byke but there is no compensation such kind incident. Same thing happened with system administrator. Department should look into.

Dear Sir; I had a register post item and it was dispatched from.HYDERABAD on 2nd jan 2012 but delivered to me on 27 jan 2012.and that too the quality of the post document was spoiled . Due to late of delivery and spoiled quality that document which was very essential for me i had economically and mentally suffered allot.
