Sub: Revised Recruitment procedure for Postal Assistant/Sorting Assistants
Sir/ Madam,
I am directed to refer to this Department’s letter No. 60-36/93-SPB-I dated 28-02-1995 by which the Recruitment procedure for direct recruitment to the grade of Postal Assistant/ Sorting Assistants was revised. Certain clarifications sought for by the Circles with reference to the recruitment procedure were also issued from time to time. In the mean time, a number of suggestions were received from the Circles to further streamline the procedure. Accordingly, a Committee consisting of the Chief Postmaster General, Karnataka Circle as Chairman, the chief Postmaster General, Andhra Pradesh Circle as Member and Director(Staff), Department of Posts as Member Secretary was constituted to look; into the existing procedure, suggestions received from the Circles, judicial decisions in the matter and recommend a revised procedure for recruitment.
2. The report submitted by the Committee was placed before the Postal Services Board. The Board has considered the recommendations of the Committee and approved a revised procedure for recruitment to the cadre of Postal/Sorting Assistants. A copy of the revised recruitment procedure is enclosed for necessary action and compliance. This procedure will be applicable for direct recruitment to the following grades:

This revised recruitment procedure is in supersession of all the existing instructions on the subject issued from time to time and it takes effect from the date of issue of this letter i.e., now onwards any direct recruitment of PAs/SAs in the offices indicated in the preceding paragraph 3 will have to be made in accordance with the revised procedure. However, where procedure for direct recruitment of PAs/SAs has already been started, the same may be completed as per the earlier instructions.
5. The revised recruitment procedure may please be brought to the notice of all concerned to ensure that this procedure is followed for all future direct recruitment of PAs/SAs in offices under your control.

RECRUITMENT PROCEDURE TO THE CADRE OF PA/SA
(1) Notification of vacancies:
(a) A brief notification may be issued centrally by the Circle in local Newspapers in one or two English and vernacular papers as determined by the Head of the Circle. The notification has to indicate the impending recruitment, category of posts and total vacancies to be filled in the whole Circle. Further the notification will indicate that the details of the recruitment method, eligibility, details of vacancies, etc., are available in the prospectus sold through selected main Post Offices.
(b) Eligibility will be as on the last date fixed for the receipt of application.
(c) Employment Exchange will also be addressed by the respective Divisions/Units. As registration of the candidates in any Employment Exchange is not a pre-condition, there is no need to await any list from the Employment Exchange. The purpose of addressing the Employment Exchange will be to enable them to give publicity for vacancies and to inform their candidates to apply for the posts direct, if they so desire. A sample advertisement and a sample letter to be addressed to Employment Exchange are appended as Annexure-1( Annexure-1 ) and Annexure-II( Annexure-2 ) respectively.
(2) Format of application form:
The format of application will be prescribed. The prospectus and application shall be a set in three parts-
Part ‘A’ : Part ‘A’ will consist of a prospectus. It will contain categories of posts for which recruitment is made, the scale of pay, the eligibility conditions, ages relaxation available, the subjects in which candidates are to appear in the test, the certificates to be produced by the candidates claiming concessions and the manner of submission of application form.
Part ‘B’: Part ‘B’ will be the application form and
Part ‘C’ : Part ‘C’ will contain details of vacancies.
The application form and the prospectus can be of a permanent natures so that left over forms can be used during next recruitment. Thee two parts can be printed in large number by Circles to reduce printing cost. Application form and prospectus shall be machine numbered with prefix of Circle Code. A sample form containing all three parts is appended in Annexure-III( Annexure-3 ).
Application forms sent by Registered Post or Speed Post only should be considered to ensure ready proof and to avoid any possible manipulations in the divisions/Units.
(3) Pricing and sale of application form and prospectus:
The cost of the prospectus, application form etc will be Rs.10. The form will be sold in full set only. The sale of forms may be done through all the Head Post Offices, Sub Post Offices and other Post Offices to be selected by the Head of Circle
(4) Short-listing of candidates:
The procedure for processing applications and maintaining records is in Annexure-IV( Annexure-4 ).
(5) Examination Fee: An Examination Fee of Rs.100 will be charged from the general candidates. For SC/ ST/ OBC/ Ex-Servicemen/ Physically handicapped candidates, the Examination Fee will be Rs.50/-. The fee will be credited under unclassified receipts in any post office. Only the short listed candidates will be asked to credit the amount in any post office and bring the receipt in original for admission to the aptitude test. However, a Post Office with limited functions can function in the examination hall premises on the day of aptitude test to accept the fees, in case any candidate has not credited the amount earlier and desires to credit the same on the day of test.

(7) Bonus Marks for higher qualification:
No bonus marks for higher qualifications will be awarded.
(8) Type test:
There will be no test to assess typing knowledge on the typewriters. However, the typing knowledge shall be tested on computer.
(9) Computer Test:
The data entry knowledge and typing knowledge shall be tested on computer. The weightage for computer test will be increased from 5 to 10 marks. The test shall include one passage in English or Hindi to be typed to test the typing knowledge. It shall also include data entry of some data consisting of figures and letters.
The test shall be for 30 minutes-15 minutes for each part, i.e. typing knowledge and data entry and each part shall be given 5 marks. Marks shall be given at 0 or 5 based on whether the candidates achieve minimum standard or not. There will be no graded marks. The question paper for the whole Circle shall be set at Circle level. A software shall be developed for conducting the test so that the valuation can be done instantly on completion of test and certified by the supervisor and the candidate. A sample of software is in annexure-V
(10) Interview: The interview now being held shall be dispensed with.

The final merit list of 100 marks shall be consisting of different components as given below:
The final select list will be displayed in the Notice Board of the Recruiting Unit and Head Post offices in the Division. One copy of the select list should be sent to CO/RO on the same day of declaration of select list.
(14) Waiting list:
A waiting list shall be prepared only to be extent of vacancies announced in the relevant category. The candidates of the waiting list may be considered only in case the selected candidates do not respond or refuse to accept the offer. The names of candidates in the waiting list will not be announced. This list will be current for six months only from the date of declaration of result and will be strictly operated against drop-outs from select list and not against any other vacancy or in any other contingency.
(15) Issue of appointment order:
The appointment orders to the selected candidate should be issued only after satisfactory completion of training. However, such appointment order shall not be issued unless all the pre-appointment formalities, verification of certificates, etc. are completed and there is clear vacancy for appointment.

(18) In case a candidate applies from more than one Division, the recruiting unit from where he appears for the exam would be deemed to be the Recruiting Division and the applications submitted from other recruiting units will not be considered. This will be mentioned in the application form.

I am directed to refer to this Department’s letter of even number dated 10-11-2004 on the above mentioned subject and to say that (i) serial number of the last three paragraphs of the letter were given inadvertently as ‘4’, ‘5’ and ‘6’. The serial number of these paragraphs may be read as ‘3’, ‘4’ and ‘5’ respectively. (ii) In fourth line of paragraph No. 4 ‘preceding paragraph 2’ may be substituted in place of ‘ preceding paragraph 3’.
2. Some of the Circles have pointed out that the last words in sentences on pages 10, 35 and 41 of the recruitment procedure are not visible in resographed copy. Fresh copies of these three pages are also enclosed.

I am directed to invite your attention to this Department’s letter of even number dated 10-11-2004 on the above subject and to state that is was interalia stated in para 3 of the revised recruitment procedure encloses along with the letter (under the caption ‘Pricing and sale of application form and prospectus’) that the cost of the prospectus, application form etc. will be Rs.10/-
2. Taking into consideration the cost of printing the prospectus, it has been decided to revise the cost of the prospectus, application form etc. from the existing rate of Rs.10/- to Rs.25/-. The revised rate of Rs.25/- will be applicable in respect of the examinations to be held for filling the vacancies of PAs/SAs for the recruitment year 2005 onwards.

(2) The shall come into force of the date of their publication in the Official Gazette.
2. In the Schedule to the Department of Posts (Postal Assistants and Sorting Assistants) Recruitment Rules, 2002, against Sl. No.1 relating to the posts of Postal assistants and Sorting Assistants (in offices other than Foreign Post Organization), in column 11, in item (b), for condition (a) and entries relating thereto, the following condition and entries shall be substituted, namely:-

PROSPECTUS
The details in this prospectus are applicable for recruitment for the following posts:
1. Scale of pay: The scale of pay is Rs.4000-100-6000+ admissible allowances.
2. Probation: The candidates selected will be appointed and will be on probation as per rules till the successful completion of probation as per rules.
3. Eligibility conditions:
3.1 Age: (a) Between 18 to 25 years as on last date prescribed for receipt of application as shown in the advertisement and in the list containing vacancy position supplied with this prospectus.

a) Postal/Sorting Assistants:
i) Pass in 10+2 or 12th Class Examination of a recognized University or Board of School Education or Board of Secondary Education (excluding vocational streams).
ii) Candidates for the posts of Postal assistants in Post Offices, Sorting Assistants in Railway Mail Service and Postal/Sorting assistants in Army Postal Service should have the above educational qualifications with English as a compulsory subject.
iii) The candidates should have knowledge of local language of the state, i.e. should have studies * Kannada(and/or any other local language declared as local language by Karnataka State Government) as a subject at least upto Matriculation level.(SSLC).
iv) Candidates with higher qualifications are also considered. But they have to fulfill the requirements mentioned in Sub paras (i) to (iii) above.
v) Candidates who have passed Vocational Course or Job Oriented Course (JOC) only are NOT eligible.
vi) Desirable qualification: Typing knowledge and computer knowledge.
vii) For Postal Assistants of Circle office and Regional Office typing skill in Hindi at the speed of 25 words per minute or in English at the speed of 30 words per minute and computer Knowledge are essential.
b) Postal Assistant in Army Postal Services:
(i) Applications should be super scribed as “Application for Postal Assistants to Army Postal Service” and sent to the Chief Postmaster General, Karnataka Circle*, Bangalore-560001.
(ii) The vacancies reserved for APS are open only for males.
(iii) The candidates should produced a medical certificate in prescribed format available in this prospectus at Appendix-I from a Government Medical Officer.

5.4. The Aptitude Test will contain 50 objective type questions of 2 marks each and will include questions on English, mathematics, general knowledge and reasoning and analytical ability. The duration of the test will be 60 minutes. 50% of the marks secured in aptitude test will be given weightage for the final assessment.
5.5. The computer test consists of data entry knowledge and typing knowledge on computer. The test will consist of one passage in English or Hindi to be typed to test the typing knowledge (The passage for type test will be consists of 450 words in English and 375 words in Hindi to be typed at the minimum speed of 30 w.p.m.) and data consisting of figures and letters to test the knowledge of data entry. The test shall be for 30 minutes – 15 minutes for each para, i.e. typing knowledge and data entry and each part shall be given 5 marks each. Marks shall be given at 0 or 5 based on whether the candidate achieves minimum standard or not. There will not be graded marks. The weightage for computer test will be 10 marks.
5.6. The marks secured in computer test will be added to the marks already secured in the components referred to in paras 5.2 and 5.4 above and a final merit list will be prepared. The final selection will be made on the basis of this final merit list.
5.7. Attendance in Aptitude Test and Computer Test (including typing skill) is mandatory for selection. Those who fail to appear for these tests will not be selected.

8. The application in the form attached to this prospectus, completed in all respects may be sent to the officer of concerned division/unit as at col. 10 of Vacancy Position chart. Vacancy Position chart is supplied along with prospectus and application form. The application along with attested copies of requisite certificates should reach on or before the date mentioned in the vacancy position chart. Applications received after due date are liable to be rejected.
9. Important:
a) Original certificates should Not be submitted. Only certified copies should be submitted. However, SC/ST/OBC/PH & Ex-serviceman candidates should produce relevant original certificates at the examination center for claiming examination fee concession.
b) If the prescribed/required documents are not submitted along with the application, application will be rejected and no request for revival will be considered.
c) Incomplete or unsigned applications or applications without photographs/late applications will be rejected.
d) Before submitting his/her application, the candidate must carefully read the eligibility conditions and satisfy himself that he fulfils all the eligibility conditions for the post for which he has applied.
e) For Postal Assistant/Sorting Assistant posts, the candidate who comes under the zone of consideration will be called for the written aptitude test. Each such candidate will be issued with a Hall Permit and will be assigned a Roll number. The Hall Permit will be sent to the candidates in due course. Time table and venue of the examination will be indicated in the hall permit. However, candidates can sit for the examination only on payment of the prescribed examination fee.
10. Instructions relating to submission of application.
(i) Write the required information in English or in Hindi.
(ii) One envelope should contain application of one candidate only.’
(iii) The envelope containing the application must be super scribed in bold letters as “Application for Recruitment of . . . . . . . . . . . (post for which applied)
(iv) An application will be rejected at any stage of recruitment process for not having been submitted in the official format/having incomplete information/wrong information/mis-representation of facts/ unsigned / without photographs/ not accompanied by attested copies of required certificates.
NOTE: Only certificates issued by the competent authorities, for example, the Universities/concerned Boards would be accepted as proof for having possessed the minimum educational qualifications or date of birth. Only those certificates issued by the competent authorities and in the prescribed form would be considered.

For processing applications received in response to the notification following procedure maybe followed:
1. All the applications received should be impressed with the dates stamp of the office on the day of receipt itself and machine numbered continuously.
2. If applications for different cadres are called for by the same office like, for SBCOPAs and Circle Office PAs by the Circle Office, they may be separated and given separate serials and clear prefix to distinguish them from each other, e.g., PACO-------- 0001 - - -, SBCOPA-5001 - - - , etc.
3. The serial number of applications received may be entered in the inward Receipt Register( Receipt Register ) on each day. In this register the applications which are acceptable and which are not acceptable, such as those which are incomplete or from ineligible candidates may also be shown separately in the following format:
4. A check list, in the following proforma, may be kept on top of each application received. In respect of accepted applications, serial number of application community, marks secured in pre-degree, (in 10+2 or 12) whether the candidates has completed degree/post-graduation (if the candidate is eligible for bonus marks) and if any other essential information maybe noted. Similarly, in respect of rejected applications serial number of the application and reasons for rejection may be indicated. Each of these check lists shall be prepared by the OA/PA and should checked by the ASP/Inspector Pots/Supervisor and initialed by both the OA/PA ------ ASP/Inspector/Supervisor.

5. All the eligible and ineligible applications will be entered in a register in the proforma given below which will be called X Register. In part 1 of the X Register( REGISTER-Part-I ) the applications will be entered in serial order of the applications. This is to keep complete record of all the applications and will facilitate tracing the application easily, if there is any complaint later. This work is to be done by OAs/PAs and to be checked by the ASP/Inspector Pots/Supervisor. The officials will be nominated for the purpose by the Divisional Supdt. or the officer in-charge of the recruitment in the Division.
6. From part-I of X Register( REGISTER-Part-I ) a merit list of eligible candidates based on the weightage given, as in col.4 of Part-I of X Register( REGISTER-Part-I ), will be prepared and entered in Part-II of X Register ( Register-Part-II ) to be maintained in the following proforma. The record in this Part-II will facilitate in short-listing the candidates for calling them for appearing in aptitude test and preparing final merit list.
7. Candidates equal to 10 times the number of vacancies will be selected from Part-II of X Register( Register-Part-II ) for each category, viz., OC, SC, ST, OBC.
8. After the aptitude test and later after computer test, the marks secured by each candidates, who are short-listed, will be entered in Y Register ( Y Register(Final merit list).doc ) in the following proforma in two parts – the first part before the computer test and second part the final list of marks secured in all components of the selection process by all the candidates issued with hall permit::

The work mentioned in paras 1 to 9 above should be done by the OA/PA and checked by the ASP/Inspector/Supervisor entrusted with the work who will be responsible for the correctness of all entries made. The entries made in X Register relating to eligible candidates. Y Register and Z Register should be checked by the Divisional Superintendent or the officer in-charge of Recruitment in the Division.
11. The entries in all parts of Y and Z Registers will be checked by the recruitment Committee consisting of Divisional Supdt. / Head of Office/In-charge; of the recruiting division/unit and two Divisional Supdts. of the neighbouring units. Out of the three officers, one should be belonging to SC/ST and at least one officer in Group A. If there are more than 10 vacancies one officer belonging to minority community also be co-opted as a Member. The Senior-most officer among the three officers will be Chairman of the Recruitment committee. In addition, the Committee will also carry out a test check of entries made in X Register with reference to the relevant applications.
12. The various registers mentioned above may be prepared preferably in computer or manually. If they are done on computer, the computer data may be preserved in soft copy and hard copy signed by all concerned-soft copy to be preserved till the date of preservation of the applications.
